1989 Plymouth Reliant radiator fan not working. Fuse/Relay?

My Reliant is perfectly fine on the road, but when i come to a stop the engine heats up to the red line. The cause of this problem is that the radiator fan is not coming on. I lost my manual and can't seem to find where the fuse is for the radiator fan is. I checked under the dash and the fuse is not in that cluster. Any ideas where the other fuse cluster is?
