Does affirmative action benefit the developmentally disabled?

I usually hear it benefits blacks and minorities, but does it also benefit the developmentally disabled? If so, how? I know some people who went to special schools for the disabled because they were "developmentally disabled", yet they got college degrees in spite of serious academic, intellectual and socialization problems. Basically, at the age 20 they seemed more like 11 year olds. I am not saying I am for or against affirmative action with this question, just curious.
