Is university really that expensive in america?

Hi i am an international student from england, i want to attent university in USA to complete by Bachelors degree in computer science, i have been in touch with grambling state university, thier fees are really payable for me tuition is $10,902 a year, room and borad is $5,634, international student fee $120, that equals $16,656, BUT i am elegible for a international student fee waiver which gives me -$6474, so overall the cost after the waiver is $10,182 which is �6000 Great British Pounds (makes it cheaper for a university in England they are �9000 for tuition only) is Grambling state University a good university?
