Morrowind still slow on x1650 pro 512 agp?

I have pentium 4 3.0 northwind, 1gb ddr400, powercolor x1650 pro agp. Other games got really better like CIV, Pandora Tommorow, POPWW, GTA San Andreas. These are running at very high/high quality. Now I tried to max view distance and full shadows on Morrowind and i get 28 max fps and usually below 20. Is there a problem with my driver. I have the latest, 8.10. Help!
